But here's the complex thing: what if it's a fanart of other people's character and stuff?
Well, you do want to ask a lawyer to be very sure about that, but normal consensus is, character (or the franchise) itself is a property, and artwork itself also is another one.
So under normal circumstance, IP holder won't really just using other people's fanart for their official marketing without negotiation.

But, what did this relate to that furry artist situation you might ask.
Since this is a general non-commercial commission piece, the client, in most case (since it actually depends on contract they signed) can have the finished artwork, post it on SNS (with credit),
but can't use it for commercial use, say print it on a t-shirt and sell it and similiar stuff.
Had them want to use artwork that way, usually there will be a different contract and higher price.
Which, is why you should plan for its use before you buy that in general.

As for how many things you can do had you acquired the property right of the artwork?
Like I said, print it on the t-shirt, mug, basically if you want to sell the merch with that artwork, you can do it.

In this case, pay for non-commercial use and "own" the commercial right of that artwork, a.k.a. "I should be able to do whatever I want with it".

Since that aspect of "what are you doing with that artwork" had a wide range of profitability, the license and contract do specify the range of usage of the piece.
Which is the same as when you buying the game: you're buying the license of usage, not distributing.
